Cities of CoP ‘International Human Smart Living Lab Network’ Advances Action Plan

In a recent meeting on 19 February 2026, the members of the International Human Smart Living Lab Network CoP convened to finalize their Urban Cooperation Action Plan (UCAP). This session was pivotal in discussing key activities and potential pilot actions, emphasizing the importance of experience sharing and establishing a common framework prior to engaging citizens and stakeholders. The meeting was convened by Coimbra City Council, while other participants included representatives from Cork City Council, City of Adelaide and Christchurch City Council, while Jeonju City is a also a member of this CoP but was unable to join the meeting.

This CoP aims to focus on the co-creation and testing of an International Human Smart Living Lab Network, combining the development of a framework and methodology with stakeholder engagement, structured approaches to exchanging knowledge and lessons learnt, and transparent sharing of results among cities.

It was agreed that a robust framework and methodology development would be crucial towards ensuring a strong foundation for the subsequent activities and potential pilot actions. Therefore, this will be one of the main focus areas for the members of the CoP going forward.

To build on this, the group agreed on structured learning and exchange of knowledge through a workshop; this will also allow for a wider group of global cities beyond the CoP members to benefit from the Network, and adapt the framework to close their own gaps between strategic planning and effective implementation through integrated innovation ecosystems.

The group also discussed linkages with funding opportunities, such as those available through the EU, which could support longer term collaboration and scaling up of the Network. The IURC programme can help to facilitate the possible connection with these opportunities, which it has already been doing through webinars and sharing of relevant resources.

The meeting concluded on a positive note, with a clear commitment to advancing the UCAP’s objectives. By focusing on straightforward solutions and collaborative approaches, the International Human Smart Living Lab Network is poised to create a solid foundation for future activities. Participants contributed towards a productive discussion and left with a renewed sense of purpose, looking forward to upcoming opportunities for engagement, funding, and knowledge sharing. This collaborative effort demonstrates a commitment to addressing urban challenges through innovative and human-centred approaches, ensuring that all cities involved are aligned and prepared for next steps in the CoP’s evolution.
