Leh Hosts Trans-Himalayan Climate Conclave showcasing Global Collaboration through IURC

The Municipal Committee of Leh, in collaboration with key national and international partners, successfully hosted the Trans-Himalayan Urban Climate Conclave on 10–11 April 2026. The event brought together policymakers, experts, and institutions to advance climate-resilient and net-zero pathways for Himalayan cities.

The conclave served as an important platform to address the unique challenges faced by high-altitude cities, including water scarcity, energy demands, and the impacts of rapid urbanisation and tourism. Discussions focused on climate finance, carbon markets, sustainable infrastructure, and locally adapted solutions for fragile mountain ecosystems.

Showcasing Leh’s Global Engagement

During the event, Leh highlighted its active participation in several international initiatives, including the International Urban and Regional Cooperation (IURC) programme, an EU-funded initiative promoting city-to-city collaboration and sustainable urban development.

Leh’s engagement in IURC reflects its commitment to global knowledge exchange and practical implementation of climate solutions. As part of the programme, Leh is involved in thematic collaborations on sustainable tourism, low-carbon mobility, and climate resilience, working alongside partner cities from Europe and Asia.

The city also presented key achievements under its Leh City Climate Action Plan, which outlines a pathway towards net-zero emissions by 2047. The plan focuses on critical sectors such as:

  • Urban planning and biodiversity
  • Energy and green buildings
  • Sustainable mobility and air quality
  • Water and waste management

Through initiatives such as electric mobility promotion, pedestrian-friendly infrastructure, and renewable energy adoption, Leh is actively transitioning towards a low-carbon and climate-resilient urban future.

A key highlight of its international collaboration under IURC is the focus on low-carbon mobility, including scaling e-mobility, improving walkability, and strengthening non-motorised transport systems.

Strengthening Partnerships for Himalayan Cities

The conclave underscored the importance of partnerships and knowledge exchange in addressing climate challenges in mountain regions. By bringing together local stakeholders and global initiatives like IURC, Leh is positioning itself as a leading example of climate action in high-altitude urban contexts.

The event concluded with a shared commitment to advancing collaborative, finance-ready, and locally adapted solutions for sustainable urban development across Himalayan cities.
