Hamburg and Osaka showcase governance-first approach to digital transformation

How can cities unlock the full potential of data, artificial intelligence and digital twins? This question was explored during an IURC Community of Practice deep-dive session, where Hamburg and Osaka shared complementary approaches to building the governance, infrastructure and organisational capacity needed for data-driven city management.

Hamburg presented its long-term digital strategy, which places open data and interoperability at the heart of urban innovation. Through its Urban Data Platform and Connected Urban Twins approach, the city integrates multiple data sources to support applications ranging from mobility management to urban planning. Rather than creating a single digital twin, Hamburg has developed a flexible ecosystem built on shared standards, reusable data and strong legal foundations for transparency.

Osaka highlighted its ongoing transformation into a “Data Infrastructure City”, focusing on improving data governance within the municipal administration. The city has introduced common rules for managing data throughout its lifecycle, established secure data-sharing platforms and expanded the use of AI tools across City Hall. Practical applications, including flood simulations, infrastructure management and virtual 3D city models, demonstrate how digital technologies can support better public services while remaining guided by clear governance principles.

The exchange demonstrated that successful digital transformation depends not only on technology, but also on governance. Both cities emphasised the importance of legal frameworks, common standards, staff capabilities and ethical oversight as the foundations for building trusted, data-driven public administrations. Their experiences provide practical guidance for cities seeking to accelerate digital innovation while ensuring openness, interoperability and citizen trust.
