Learn how two water cities are turning circular economy strategies into action.

The city of Dublin (Ireland) and the city of San Francisco (USA) collaborated under the IURC North America Programme to integrate circular economy into climate action over 18 months.

The city of Dublin focused on linking circular economy to culture and local business opportunities, launching Connected Circular Economy Hubs, developing the Edible Dublin Food Strategy, and engaging communities through initiatives like Eat the Streets. Artistic programs, urban agriculture, and community cookbooks helped make circularity tangible.

The city of San Francisco emphasized consumption-based emissions (CBE) monitoring and system-wide climate planning. Its 2021–2025 Climate Action Plan integrates circular economy into building decarbonization, resource management, and waste reduction. Public–private partnerships like YesSF and green infrastructure projects, including Treat Plaza, show circularity can drive economic revitalization and climate resilience.

Through IURC exchanges, the city of Dublin learned from San Francisco’s data-driven approach, while the city of San Francisco adopted lessons from Dublin’s community-focused strategies. The collaboration demonstrates that technical innovation combined with cultural engagement accelerates circular economy adoption.
